Just direct debit money into it, use credit card, whatever you can to get it in.

you own the account I assume? or otherwise you couldn't use it legally in the first place.

I suggest you contact Steam about this if you are purchasing through them.
However I am confused as to how you originally got money on your Paypal in the first place.
