How do you make ^Map Layers^ page 1

How do you make map layers, for the Background etc and Gameplay?

It's fairly simple. When you have a map open in the editor just right click on the "View Editor" window and click "Create New View" Then you can name it Background or whatever. The game layer is already there when you make a map. I suggest you open a map that is already made, like tbd_lostcity, and see how it looks in the editor and get a feel for how it is made.
