Server/Map making through steam page 1

I don't know if I got it wrong. But as i get it there should be, with the installation, a Server configurator program and a map making program. How do one access those through steam purchase?

Navigate into the Steam Altitude installation directory, typically C:\Program Files\Steam\steamapps\common\altitude

Launch server_configurator.exe to configure your servers
Launch server_launcher.exe to run your servers

Launch map_editor.exe to create new maps
