i've noticed that occasionally i'll see people are banned, but then they come back after a while. what does it mean to be banned, then?

Usually people are only banned for a little while unless they keep being douches

Some banned users are only banned temporarily while other more serious offenders receive lifetime achievement awards. Nothing really to discuss here so I'm going to close this thread.
